Let us know some littlie about Panchayati Raj?1. Balwantaray Mehta Samiti (1957)
Purpose:
For the establishment of the Panchayati Raj in India , the Balwantaray Mehta Committee was formed in 1957 under the chairmanship of Balwantaray Mehta, the second Chief Minister of Gujarat and who died in a helicopter crash. This committee submitted its report to the Central Government on 24-11-1957, on which, on 2 October 1959, Panchayati Raj was started in Bagdari village of Nagaur district of Rajasthan on the hand of Pandit Jawaharlal Nehru, but the first state to implement Panchayati Raj was "Andhra Pradesh."
Recommended:
The Panchayati Raj should have a three-tier structure.
Panchayats should have the power to tax and collect.
Provide 100% of the cost for administration of Gram Panchayats.
Prior to dissolving Gram Panchayat, the opinion of District Panchayats should be taken.
2. Ashok Mehta Samiti (1977)
Purpose:
To strengthen the Panchayati Raj , this committee was formed by the Janata government (Morarji Desai) on 12-12-1977 and this committee submitted its report on 21-8-1978 but the recommendation of this committee could not be accepted as the Morarji Desai government fell. General Chat Chat Lounge
Recommendations:
Panchayati Raj should be strengthened.
Panchayati Raj should have a two-level structure (Gram Panchayat, District Panchayat).
Panchayati Raj should get constitutional status.
Nine panchayats should be formed.
There should be a social audit system.
3. Rasiklal Parikh Samiti (1960) (Government of Gujarat)
Purpose:
In the year 1960, a 15-member committee was formed under the chairmanship of the then Home Minister Rasiklal Parikh to establish the Panchayati Raj in Gujarat. Who submitted his report on 21-12-1960.
Based on the recommendations of this committee, "Gujarat Panchayat Act-1961" was created but due to the Indo-China war of 1962, the Act was implemented from "1st April 1963" and Gujarat became the "eighth" state of India, implementing Panchayati Raj.
- The recommendation of Rasiklal Parikh established the Panchayati Raj in Gujarat (1-4-1963).
4. Zinnabhai Tailor Committee (1919) (Government of Gujarat)
Recommendations:
Direct election of sarpanch
Reserve at least two seats for women
Reserve a seat for SC and ST.
A social justice committee is mandatory on all three levels.
Put more emphasis on gram sabha.
Control of the dual race.
Except for Gram Panchayat, taluka panchayat and district panchayat elections should be held on a party basis.
5. Rakhvadas Shah Committee (1978) (Government of Gujarat)
The committee was formed in 1978, under the chairmanship of the former president of the Mehsana district panchayat, Rikhavdas Shah. The Committee submitted the report on 2/3-5-1978.
Recommendations
Panchayat elections should be non-rival (especially Gram Panchayat).
Panchayati Raj should get constitutional status.
Panchayats should meet the powers of removing village pressure.
6. G V K Committee (Card Committee) (1985).
In 1985, a former member of the Planning Commission, Dr. GVK This committee was formed under the chairmanship of Rao, whose main purpose was rural development and poverty alleviation.
Recommendations:
Panchayati Raj should be four-level.
The President and Vice President of the District Panchayat should receive training at the Rural Development Institute at Hyderabad.
The District Development Commissioner should be appointed to carry out the district development work (which is today the District Development Officer).
7. LM Sanghavi Samiti (Laxmimal Sanghvi) (1986)
Purpose:
The committee was constituted by the Rajiv Gandhi government on 16 June 1986 to give constitutional status to the Panchayati Raj. The main purpose of which was to give constitutional status to the Panchayati Raj.
Recommendations
The money should go to the panchayat's Banana Panchayat.
Panchayat should not have party politics.
In each state, a state-local self-government organization and national local self-government body should be created at the central level.
Tribunal should be formed to resolve the Panchayati Raj dispute.
8. P.K. Eugene Committee (1888)
LM Sanghavi was a sub-committee of the committee.
Recommendations
The tenure of Panchayati Raj institutions should be done for 5 years.
The District Collector should be made Officer of the District Panchayat.
Emphasis should be placed on playing an important role in district panchayat development works.
